In Hachioji City, there are a total of 107 elementary schools, junior high schools, and compulsory education schools with 106 facilities, but only one school had LED lighting fixtures in the school.
In accordance with the national government's Basic Energy Plan, major domestic manufacturers are moving to gradually end the production of fluorescent lamps, with the goal of switching all lighting fixtures to high-efficiency next-generation lighting by 2030. In order to maintain a healthy learning environment for children and students, the city faced the urgent task of switching to a new light source.
Additionally, in February 2022, our city declared itself a “Zero Carbon City” and began various initiatives to achieve a decarbonized society. Switching from fluorescent lamps to high-efficiency lighting fixtures not only helps realize this declaration but also reduces the recently skyrocketed electricity costs.
Other issues facing the school facilities included the problem of faucets. Most of the faucets in the city's elementary and junior high schools are manual, and there has been a strong trend towards non-contact automatic faucets as a measure against infectious diseases. Compared to manual faucets, non-contact automatic faucets would be an effective means of reducing water leakage accidents caused by forgetting to turn off manual faucets, thereby reducing environmental impact.
Since the above two issues needed to be resolved as soon as possible, the ESCO (Energy Service Company) project method was selected. The ESCO project utilizes the know-how, financial power, and technical capabilities of private businesses, and is a comprehensive contract that includes investigation, design, construction, and maintenance management. As a result of this project, Hachioji City realized the installation of LED lighting and automatic water faucets in over 100 schools in about one year from December 2023 to January 2025.
The ESCO project not only reduced power consumption for lighting and utility costs but also achieved a 60% reduction in CO2 emissions from power generation. Additionally, the updated LED fixtures improved the illuminance in each classroom, providing the appropriate lighting for students to use computers under the GIGA School project.

Similarly, by replacing the faucet fixtures with automatic faucets, the project not only reduced unnecessary water and sewage consumption, but also contributed to the reduction of environmental impact. Furthermore, the city plans to introduce 100% clean energy for all electricity purchased by the schools from FY2025, aiming to further reduce the environmental impact.
